Rob has extensive experience in education, public finance, legislative and regulatory law, and employment issues. He regularly advises public sector clients on matters related to appropriations, administrative and regulatory policy, bond financing, bid protests and procurement. He is also responsible for writing much of Georgia’s Public-Private Partnership statute, which empowers local governments to engage in public-private initiatives to build and finance critical public infrastructure projects.  Rob also regularly advises clients on policy issues related to K-12 and higher education policy, financial services, infrastructure, real estate, health care and information technology.  His legal practice primarily involves serving as outside general counsel to charter schools and other businesses with a public sector focus.  In this capacity, he advises them on a breadth of corporate, financial and operational issues including facilities acquisition, financing and leasing, procurement, public transparency laws, board governance, employment disputes, and vendor negotiations.  Rob’s charter school expertise includes representation of schools around the state on charter applications and renewals, FTE allotment and appropriations litigation, and IDEA and 504 compliance.

Prior to joining GHSM, Rob worked for the previous decade at McGuireWoods, where he was as Partner with McGuireWoods LLP and Senior Vice President in the lobbying firm. Rob has also served in various roles in and related to federal, state and local government, including stints in the legal counsel's office at the U.S. Department of Education and the Georgia Municipal Association, and a two-year clerkship for U.S. District Court Judge Thomas W. Thrash. Rob received his J.D., magna cum laude, from the University of Georgia School of Law and was inducted into the Order of the Coif. He was also named to Georgia Trend’s “Top 40 Georgians Under 40.”

A former teacher and coach in the Baltimore City School System and Teach For America alumnus, Rob stays involved with Teach For America and several other educational organizations. He and his wife, Meeghan, are both Atlanta natives and reside in East Atlanta with their two sons. He has held numerous leadership roles in his church and also coaches his sons’ middle school basketball teams.
